I think every relationship is unique and different. We shouldn't assume every man knows the right time/place to propose, or even if he should propose. I feel if a woman feels comfortable enough to take on the task, more power to her. This is s sign to the man that he is being favorably considered as the man with whom she wants the rest of her life with.
